I use the netrogena small pores toner, I don’t know what it does for acne but to my knowledge toner just cleans the soapy residue from your cleanser and preps the skin for your moisturizer.
But I think they have an acne kit that’s from neutrogena my friend uses it and swears by it…there is a toner in that.
Try Properph I think that is how it is spelled. I used it when I was 12 or 13 thinking I needed something to even out the ph of my skin so I wouldn’t get as many break outs, turns out all I needed to do was wash my face with warm water followed by cool rinses 2 or 3 times a day. I have normal skin(whatever that is) not dry or oily so this is what worked best for me. Oily skin needs more alkaline based product and dry skin more acid based product. So oatmeal for oily. And dry need aloe which isn’t really acidic but is moisturizing and soothing.
